Auditor General recommends a review of the legal framework on official travel


The Auditor General, Besnik Osmani, in a letter sent to the Prime Minister Ramush Haradinaj, has asked the attention for priority handling by the Government of the Administrative Instruction 2004/2007 on Official Travel (Guideline) approved by the Ministry of Public Services in 2004, which is still into force. Uncertainties and deficiencies  identified in the existing legal framework have had impact on its inconsistent application by Budget Organizations.

The Auditor General in his letter states that during the audit work was noticed that the Guideline does not respond to requests of our time and as such does not contribute to proper, sound and adequate management of public money.

Taking into account these issues, the Auditor General has recommended a review and update of the entire legal framework that relates to expenditures for official travel so that it meets requirements of the new legal and institutional framework of the Republic of Kosovo.

The Auditor General has stated that in order to fulfil constitutional and legal obligations, the NAO will provide specific recommendations regarding the improvement of governance in order to increase the credibility in spending of public funds.
